Over time the rubber and or fluid layer deteriorate causing outer pulley to shift forward.

When the harmonic balancer is broken, it must be replaced.
The outside layer is metal which has grooves on it for belt.
The hub is surrounded by rubber or fluid which dampens crankshaft vibrations.
This causes belt miss alignment and can ultimately result in crankshaft failure. Atp harmonic balances fit and function just like the original part restoring engine to normal operation. The first piece is often called a hub.
It bolts to directly the crankshaft.
